Öppet brev till alla Partiledare och gruppledare i Sveriges riksdag, om djur inspektioner.
Sverige, och även flera andra länder i Europa, står inför ett stort problem som inkluderar både rättssäkerhet, demokrati samt folkhälsa.
För 30 år sedan var hunden en arbetskamrat och ett djur som hade särskilda arbetsuppgifter hos människor. Idag har detta övergått alltmer till att hunden numera betraktas som familjemedlemmar. Detta gäller givetvis även katter och andra husdjur. Hundarna har tagit sin plats i våra liv, de åker på semester tillsammans med oss, delar vardag som helg och högtider. Dessutom sover de med oss i våra sängar. Men allt är inte rosenrött vad gäller hundskötseln i vårt land.
Det finns, fast det är ytterst få som missköter sina hundar och andra djur. Därför finns Lag (2007:1150) om tillsyn över hundar och katter. I både regeringens utredning (SOU 2003:46) och senare i proposition 2006/07:126 Tillsyn över hundar och katter, förstås att det är en specifik grupp hundägare som lagen främst inriktas på: de som använder hunden som vapen, eller som medveten utnyttjar den till att hota med etc.
När så Länsstyrelserna 2018 övertog ansvaret över tillsyns frågorna om hundar och katter från Polismyndigheten, har nya grupper hundägare prioriterats. Många som vi kommit i kontakt med har hund som stöd för sina neuropsykiatriska funktionsnedsättningar, andra har hundar för emotionella stöd etc., och dessa har nu blivit målgruppen för Länsstyrelsernas djurskyddsenheter.
I dag går ingen hundägare säker. Länsstyrelserna annonserar praktiskt taget på sina hemsidor om att man kan anonymt anmäla vem som helst som har en hund, för vanskötsel. Drev på sociala medier har bidragit stort i flera fall till att Länsstyrelserna hellre velat blidka de klagande än att koncentrera sig på att ta reda på fakta uppgifter.
På Facebookgruppen ”Hunden Mix granskar myndigheterna om rättvisa för djuren” presenteras ett större antal ärenden som enbart bygger på anonyma rykten, och där medborgare hamnat i kläm med Länsstyrelsen.

Det är inte ovanligt med rena lögner från Länsstyrelsernas sida, bristande utredningar, obefintlig objektiva utredningar, omhändertaganden samt avlivande av friska djur, utan sakliga juridiska grunder. Man hänvisas till att ”Du kan ju alltid överklaga” besluten, med detta är omöjligt att göra då lögnerna hopat sig till stora dokumentationer från myndighetens sida. Man får heller inte glömma att de drabbade inte mår så bra mentalt efter Länsstyrelsernas framfart.
Förvaltningsdomstolarna granskar enbart de processuella frågorna och bryr sig inte längre i de materiella i fråga om hund och katt frågor. Hundar och katter avlivas på löpande band, utifrån undermåliga utredningar, vilket leder till enorma folkhälsoproblem hos de drabbade och dess anhöriga. Det kan i hela riket röra sig om uppemot 1000 drabbade hund eller kattägare, per år. Oftast hinner myndigheten avliva djuren innan saken vunnit laga kraft i domstol. Under 2022 har flera djurägare efter långvariga trakasserier av Länsstyrelsernas djurskyddsinspektörer, tagit sina liv i den hopplöshet de känner av att aldrig få sina saker prövade objektivt. Vid omhändertagande av djur har man som djurägare ingen förfogningsrätt över sitt djur.
Man måste dessvärre betala alla kostnader som omhändertagandet utgör, även lönen till Länsstyrelsens djurskyddsinspektörer, veterinärkostnader, uppstallningskostnader mm. Djurägaren har inte möjlighet att få ta kostnaderna på sina hund eller kattförsäkringar, och fakturorna från Länsstyrelsen är ofta svårbedömda och kraftigt saltade. Det är inte ovanligt med fakturor på flera hundra tusen kronor. Allt måste betalas enligt lag, och man får inte ta hjälp av försäkringar.
Många drabbade får gå från hus och hem och långa sjukskrivningar eller sjukbidrag följer efter detta. Vi vill att Sveriges riksdag ger direktiv till att göra en total utredning över hur Lag (2007:1150) om tillsyn över hundar och katter tillämpas ute på landets alla Länsstyrelser, samt hur myndigheten hanterar ärendena. Dessutom hur Förvaltningsdomstolarna mer eller mindre gör det omöjligt för en djurägare i panik att få sin sak materiellt prövad.

Sweden and several other countries in Europe are facing a major problem that includes both the rule of law, democracy, and public health.
Thirty years ago, the dog was a co-worker and an animal that had special tasks for humans. Today, this has increasingly led to the dog now being considered a family members. This of course also applies to cats and other pets. The dogs have taken their place in our lives, they go on holiday with us, sharing every day as well as weekends and holidays. In addition, they sleep with us in our beds.
But everything is not rosy when it comes to dog care in our country. There are, although very few citizens who mistreat their dogs and other animals. Therefore, there is an Act (2007: 1150) on the supervision of dogs and cats. In both the Government's investigation (SOU 2003: 46) and later in Bill 2006/07: 126 Supervision of dogs and cats, it is understood that it is a specific group of dog owners that the law mainly focuses on: those who use the dog as a weapon, or who consciously exploit it to threaten with etc.
When the County Administrative Boards in 2018 took over responsibility for supervising the issues of dogs and cats from the Police Authority, new groups of dog owners have been given priority. Many people we have come in contact with have dogs as support for their neuropsychiatric disabilities, others have dogs for emotional support, etc., and these have now become the target group for the County Administrative Boards' animal welfare units. Today, no dog owner is safe. The county administrative boards advertise practically on their websites that you can anonymously report anyone who has a dog, for neglect. Drive on social media has contributed greatly in several cases to the County Administrative Boards preferring to appease the complainants rather than concentrating on finding out factual information.
The Facebook group "Hunden Mix examines the authorities' justice for the animals" presents a large number of cases that are based solely on anonymous rumours, and where citizens have gotten into trouble with the County Administrative Board.

It is not uncommon for pure lies on the part of the County Administrative Boards, lack of investigations, non-existent objective investigations, care and killing of healthy animals, without objective legal grounds. It is referred to as "You can always appeal" the decisions, but this is impossible to do as the lies have accumulated into large documentation from the authority. We must also not forget that the victims do not feel so well mentally after The County Administrative Boards' progress. The administrative courts only examine the procedural issues and no longer care about the substantive issues regarding dog and cat issues. Dogs and cats are killed on an assembly line, based on substandard investigations, which leads to huge public health problems for the victims and their relatives.
Across the country, there can be up to 1,000 affected dog or cat owners, per year. The authority usually has time to kill the animals before the case has gained legal force in court. In 2022, after long-term harassment by the County Administrative Boards' animal welfare inspectors, several animal owners have taken their lives in the hopelessness they feel of never having their things tried objectively. When caring for animals, you as an animal owner have no right of disposal over your animal. Unfortunately, you have to pay all the costs that the care constitutes, including the salary of the County Administrative Board's animal welfare inspectors, veterinary costs, housing costs etc. The pet owner does not have the opportunity to bear the costs of their dog or cat insurance, and the invoices from the County Administrative Board are often difficult to assess and heavily salted.
It is not uncommon for invoices of several hundred thousand kronor. Everything must be paid for by law, and you are not allowed to take out insurance. Many victims have to leave their homes and homes and long sick leave or sickness benefits follow. We want the Swedish Parliament to issue directives to make a total investigation of how the Act (2007: 1150) on supervision of dogs and cats has applied to all the county administrative boards in the country, and how the authority handles matters. In addition, how the Administrative Courts more or less make it impossible for a pet owner in a panic to have his case materially tried.
